Obviously I can’t say Pietro is “actually” coming back because I’m not Kevin Feige or the Russos or anyone making these films. But literally every sign from the film and MCU in general points to him returning:

• Aaron Taylor Johnson has a multi-picture deal with Marvel that does not include his appearance in Captain America: The Winter Soldier’s post-credits scene.
  
• He has stated in various interviews his joy about being attached to this franchise.
• When an interviewer asked about he and Lizzie being in future movies, he said, “I hope so.”
• When Steve Rogers said “you get killed…walk it off”, the camera cut to Pietro.
• When Pietro was shot in his arm, the way that would at least harm most, he merely turned and was annoyed, implying he has some form of accelerated healing.
• When an interviewer brought up to Joss Whedon that there was no funeral scene, he merely responded, “We didn’t what? Oh, that’s true.”
• In fact, that last shot of him and Clint said a lot about his fate. They kept his body, fully intact, and brought it onto a lifeboat with people.
• Remember what we haven’t used on an Avenger? T.A.H.I.T.I. Yeah, that thing that we were planning on using to bring back dead Avengers?
• There’s also two Infinity Stones in play here. The Time Stone is self-explanatory; we could go back and save him or get him treatment faster.
• The Soul Gem is a bit more complicated and could make things messy, probably bringing him back as an enemy (maybe under Thanos), maybe having him fight Wanda…but he’d break out of that and fight with the Avengers. 
• Speaking of Wanda, she’s been training her magic. Let’s be real. She could probably bring him back, too.
• Oh, more stuff in AoU that could bring him back? Like the cradle that created life from nothing and built tissue on wounds? You don’t say?
• It’s not like we put all that info about it in for filler or anything. Also, give Helen Cho more screentime 2k15.
• They wouldn’t give that asshole a line like “you didn’t see that coming” and not take the opportunity to let him say it after coming back from the dead.
• All the articles that kept saying “looks like this character goes down…and stays down”. It was too heavy-handed to not be suspicious. 
  
• Also, no one dies in the Marvel Cinematic Universe, unless you’re Uncle Ben.

So like, yes, the fandom is being optimistic…but for good reason.
